【摘要】:1.1Intent:1.1.1Thisguidecoversmaterialshandlingequipmentusedinhotcells(shieldedcells)fortheprocessingandhandlingofnuclearandradioactivematerials.Theintentofthisguideistoaidintheselectionanddesignofmaterialshandlingequipmentforhotcellsinordertominimizeequipmentfailuresandmaximizetheequipmentutility.1.1.2Itisintendedthatthisguiderecordtheprinciplesandcaveatsthatexperiencehasshowntobeessentialtothedesign,fabrication,installation,maintenance,repair,replacement,anddecontaminationanddecommissioningofmaterialshandlingequipmentcapableofmeetingthestringentdemandsofoperating,dependablyandsafely,inahotcellenvironmentwhereoperatorvisibilityislimitedduetotheradiationexposurehazards.1.1.3Thisguidemayapplytomaterialshandlingequipmentinotherradioactiveremotelyoperatedfacilitiessuchassuitedentryrepairareasandcanyons,butdoesnotapplytomaterialshandlingequipmentusedincommercialpowerreactors.1.1.4Thisguidecoversmechanicalmaster-slavemanipulatorsandelectro-mechanicalmanipulators,butdoesnotcoverelectro-hydraulicmanipulators.1.2Applicability:1.2.1Thisguideisintendedtobeapplicabletoequipmentusedunderoneormoreofthefollowingconditions:1.2.1.1Thematerialshandledorprocessedconstituteasignificantradiationhazardtomanortotheenvironment.1.2.1.2Theequipmentwillgenerallybeusedoveralong-termlifecycle(forexample,inexcessoftwoyears),butequipmentintendedforuseoverashorterlifecycleisnotexcluded.1.2.1.3Theequipmentcanneitherbeaccesseddirectlyforpurposesofoperationormaintenance,norcantheequipmentbevieweddirectly,e.g.,withoutshieldedviewingwindows,periscopes,oravideomonitoringsystem.1.3UserCaveats:1.3.1Thisstandardisnotasubstituteforappliedengineeringskills,provenpracticesandexperience.Itspurposeistoprovideguidance.1.3.1.1Theguidancesetforthinthisstandardrelatingtodesignofequipmentisintendedonlytoalertdesignersandengineerstothosefeatures,conditions,andproceduresthathavebeenfoundnecessaryorhighlydesirabletothedesign,selection,operationandmaintenanceofreliablematerialshandlingequipmentforthesubjectserviceconditions.1.3.1.2Theguidancesetforthresultsfromdiscoveriesofconditions,practices,features,orlackoffeaturesthatwerefoundtobesourcesofoperationalormaintenanceproblems,orcausesoffailure.1.3.2Thisstandarddoesnotsupersedefederaland/orstateregulations,orcodesapplicabletoequipmentunderanyconditions.1.3.3Thisstandarddoesnotcoverdesignfeaturesofthehotcell,e.g.,windows,drains,andshieldplugs.Thisstandarddoesnotcoverpneumaticorhydraulicsystems.RefertoGuidesC1533,C1217,andANSDesignGuidesforRadioactiveMaterialHandlingFacilitiesEquipmentforinformationandreferencestodesignfeaturesofthehotcellandotherhotcellequipment.1.3.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpractices,anddeterminetheapplicabilityofregulatorylimitationspriortouse.
